Manaus Automotive Line(s) – ISO/TS16949 Quality Registration & Certification Progress Report

By Elcoteq Communications | July 13, 2010

elcoteq_lippu.jpgThe Elcoteq plant located in Manaus, Amazonas – Brasil is pursuing ISO/TS-16949 Quality Registration and Certification to serve the automotive customers.  The ISO/TS-16949 registration allows Elcoteq to build M2M (machine to machine) radio frequency modules for the automotive value chain.  The M2M market is growing faster than the overall economy in many countries.  In addition, this future registration will allow Elcoteq to quote projects that have a higher value add percentage than normal mobile phones since the completed unit does not require extensive final assembly activities.

Customer requirements for this market start with ISO/TS-16949 registration since the global tracking, communications and telemetric applications are becoming critical requirement, versus a luxury option in the past.  Elcoteq has Engineering, Quality and Manufacturing experience with automotive and critical RF applications.  International Automotive Task Force (IATF) and International Automotive Oversight Bureau (IAOB) mandate the ISO/TS 16949 requirements for registration and certification.  This registration and certification process involves 4 rigorous stages:
1. Readiness Review Audit
2. Final (full thorough) Audit
3. Verification Audit and
4. Issuance of TS certificate and completion of registration.
Manaus successfully completed the Readiness Review audit conducted on May 6, 2010 and the Final (full thorough) audit conducted from June 28 through July2, 2010. Based on this thorough audit it was informed that Manaus Passed the TS audit. Manaus is preparing for the next steps to successfully complete the TS registration and certification process. At this time, the Manaus Management Team, Global Quality and Engineering Services are developing   action plans based on the outcome of this thorough TS full audit. The path for this TS registration and certification process is listed below:

  • Feb. – July, 2009 Pre-Assessment, Gap Analysis and Documents preparations for TS
  • Sept. – Oct. 2009 TS Internal Auditors Training
  • Nov. – Dec. 2009 TS Internal Audits Conducted
  • Jan. – Feb. 2010 Preparation to meet all TS requirements
  • Mar. – Apr. 2010 Internal Assessment for TS readiness
  • May 6, 2010 External DNV Readiness Review Audit
  • June28 – July 2, 2010 External DNV Full TS Audit (4.5 days)
  • July 2010 Develop and Implement Corrective Actions based on the full audit result
  • Aug. 2010 Internal Validation of the Corrective Actions
  • Sept.  2 & 3, 2010 Verification Audit by DNV & Recommendation for TS registration
  • Oct. 3, 2010 TS Certification and Registration Completed

Technical Specification ISO/TS-16949 standard includes ISO 9001 Quality Management System requirements, automotive specific requirements and customer special requirements.  ISO/TS-16949 certification process is a more difficult process and demands higher quality. This certification process also requires more planning, paperwork, documents and special trainings than ISO 9001.  All Elcoteq plants are registered to ISO 9001 Quality and ISO 14001 Environmental Management Systems.   Elcoteq has Quality Experts that are IATF listed auditors and participate in the standards reviews.
